In 1989 a group in Washginton, DC, determined on a policy that would later unseat Russia's Mikhail Gorbachev and install Boris Yeltsin. Their primary aim was to prosecute the core objectives of the Cold War unhindered by Russia and a temporarily compliant China. A secondary aim was to bring Russia back into Europe, but permanently enfeebled and unable to challenge US influence in Europe and the Middle East.

Robert Gates was the key member of a Washington bureaucratic cabal which having determined its stratgegy in 1989, later convinced key members of the Clinton administation to back Boris Yelstin and ditch Mikhail Gorbachev. They armed Yeltsin politically with the economic policy of 'Shock Therapy' while tying its acceptance to international loans, cleaving to a policy they believed would make Russia a successful capitalist state and make its exit from communism irreversible. Many career diplomats in the US State Department meanwhile predicted a civil war or reversion to that nationalistic cousin of communism, fascism.
